GSRG Demands Transparency on the 35% Fallacy

Concord, NH – July 22, 2025

New Hampshire casino operators have long claimed that 35% of revenue they earn goes directly to charities. However, the law says otherwise. According to new law RSA 287-J:6, III, charities receive 35% of only the initial 31% tax on slot machines. This means that only about 11% of total casino revenue goes towards charity, NOT the 35% they claim – a difference of MILLIONS of dollars. Granite Staters for Responsible Gaming (GSRG), a statewide non-profit organization with an opt-in membership of nearly 14,000, strongly urges the Governor and Legislature to do right by our charities and ensure they receive a true 35% of gross revenue.

“Time and again, casino representatives, and even some public officials, talk about this 35% fallacy to the point where it has become ‘fact’ to the average Granite Stater,” GSRG Board of Directors member Attorney Amy Manzelli commented. “It’s time for some transparency on this issue and it’s time we make sure the casinos DO get our charities that much needed revenue.”

The people of New Hampshire deserve transparency, honesty, and a gaming system that truly benefits the communities it claims to serve. Granite Staters for Responsible Gaming calls on lawmakers to close this loophole and deliver on the promise made to New Hampshire’s charities. It’s time to correct the record—35% should mean 35%.
